General:
This is the best chart I can find (shown below) which is based on 1996 USA data. The
"rating" is used as follows: A score of 100 means that the crime rate is
exactly the national USA average. Thus, Bloomington has a crime level of
less than half the national average. On the other hand, St. Paul scores a 341, which
means crime is about 3 and a half times the national average. Generally, downtown
high population city centers will score poorly. One word of caution - unlike
Winnipeg where all the suburbs are formed into a single city, the Twin Cities
area is actually comprised of all these cities (plus about 45 other smaller
ones) shown below. The data is based on a "per 100,000 people". This
means that in 1996, there was not 90 car thefts in Eden Prairie - as the population is
only about 30,000 people. Thus, the actual car theft rate is about 27 per year.
Most Canadians, when deciding to relocate, live in one of Bloomington, Burnsville (or Apple Valley - just a bit further south!), Eden Prairie, Edina, and Maple Grove.

Crime statistics are shown "per 100,000". If someone can provide me with basic crime statistics for Winnipeg, I would greatly appreciate it.
